2 points worth mentioning:

1) You cannot cancel for redeposit within 21 days of travel. To cancel within 21 days, you'd first have to change it to outside that window for $90, then cancel it for another $90.
2) The $90 is CAD (currently around $70 USD).

He can also transfer to Singapore and book through them for less miles (I'm assuming he's flying Y due to the dates listed and availability showing).

55k RT. Transfers are not instant though (IINM its around 4 hours from UR). You need to call Singapore to book.

UR transfers to united, so you may find you have united miles after all.  If you can't,  you'll need someone else to answer your question.

Fly on airlines that Aeroplan doesn't impose fuel surcharges (avoid Lufthansa, Thai, Austrian etc.).

Fly on airlines that Aeroplan doesn't impose fuel surcharges (avoid Lufthansa, Thai, Austrian etc.).
Yes, Use them for UA, LX, SK, SA, TK, BR, NZ etc.

Generally speaking yes, not only because they're releasing more seats, but also because people cancel their bookings.
However the odds of Oct 13th opening are like 1000 to 1.

There are only two united flights (84,90) and each one only has 50 J Seats total, so I'm not sure what you're talking about

I'm talking about the tlv to ewr. Between 12,85,91 there are 100+
