I found a flight for SAS on their website but that specific option doesnt show available on Aeroplan etc. Is there still a way to book it by calling in?

Booked economy mileage ticket through United, RZE to EWR via MUC. I want to upgrade the second leg MUC to EWR to business with miles which is currently available to book separately with miles.
Any way for this to realistically be done?
I was able to get a United agent willing to try but they were not able to get the ticket confirmed and it went to waitlist status (just the second leg). They are waiting for Lufthansa to confirm it. Anyone with similar experience or ideas for better way to do this?

Looking for flight options with points redemption, Premium economy or above
EWR-VCE - 5/19/24
NAP - EWR - 5/29/24
United has premium economy direct for 254,000 UA Miles
AMEX Platinum has the same flights for 258,921 MR points (after 35% back)
I can't seem to figure out how ITA or Lifemiles work as they aren't showing me any points redemptions.
I have Chase UR (Sapphire), Amex MR (Platinum) & Capital One (Venture X) points with enough to transfer.
Any help on this would be greatly appreciated.

Search Virgin for ITA availability. LM wont show Prem Econ.

This flight is available on united but don't see it on AC/LM it's operated by Blue1? Maybe because of that?
