What are the best miles to use to book AC from YYZ-TLV RT in Business?

Also, is there a way to buy a coach ticket on AC and use miles to upgrade to business?

I've gotten to the point where I need to reach out to the ddf family for help. After reading through various threads, ddms posts and asking in the beginerz thread, I found on ANAs sight business award availbilty. I first called untied to try and book but that was a no-go, the reps I spoke to all couldnt see any saver award space (even after asking them to look at the specific flight numbers that ANA showed). I then called SQ, and was also told that they cant see any availbiltiy.
Does this make sense? If ANA is showing availability shouldn't I be able to booK it on SQ? Am I mistaken or am I doing something wrong ?

UA doesnt show all flights. (at least thats what I thought I ascertained from my readings)

If I book "phantom" availability on ANA (its only showing up there) will I actually get ticketed?
