The paid fare online is a discounted fare the agents on the phone use the over the pone fare to book infants on award bookings which is 2 to 3 times the price of the online fares.

They quoted me ~$900, but when I told them to look on the US website for fares they had no issues matching that fare.

Even for infants online? I  thought the 10% was the same for reward and revenue tickets. Do you have experience with SQ?

I paid $415 for my baby.

And it's worth it, they treat babies very nice.
Big comfy bassinet with a miniature SQ flight toy for the baby to play with... and they even arranged kosher baby formula!

Tough to beat SQ service.

if I recall correctly it was ~60 days prior to departure.

I tried very hard in June 2014 SIN-FRA-JFK A380 Suites with a ton of Phone calls, plus I found an Idea from Flyertalk that did NOT work which was purchasing a full fare refundable with cash for my "wife" then asking  SIN CS to clear my waitlist and  that did not help till even the day of DEP, I ended up settling for SIN-NRT-LAX A380 Suites which had lots of availability for many days.

ok folks here is another trick I've seen  months ago:

"There is a post here on SQTalk about SQ and how and when they clear waitlist. It says something about one SQTalker who went to the ticketing office at the airport to check on his waitlist status, and this triggered (??) the confirmation of the seat...
Well, after reading this, I went yesterday to the SQ Centre in Ion Orchard. My Suite redemption was on waitlist since 1 week for a flight this coming Friday, 4 April.
It lasted 3 minutes, I told the lady I love SQ, I love SQ Girls and that I would love to fly Suite on Friday She said she would write a note in the file about my request.
This morning, SMS received, Suite confirmed
Not sure if it's possible to draw a conclusion out of it but for sure, next time I'm on waitlist, I'll pay SQ a visit !"
