How?
These US cars park too aggressively and many times in disturbing ways to other cars.

How strict is the law that only the owner and the spouse is allowed to drive a car brought in from U.S with American plates?

how strict? if the meches police (yes, they do exist) catches someone else driving, theyll seize the car

I knew the law...just wanted to know how strong they really enforce it or if there is any way to get around.  What if regular police catch someone else driving?

Let's not forget that insurance companies don't make their money by paying claims; they make money by denying them. So if a car has US plates when it isn't allowed to, or if the wrong person is driving... they're playing with fire. Better drive veeeeeeeeery carefully.

Sorry..I mightve been unclear. two questions..if meches catches another driver...will they really seize the car on the spot? You replied yes.
Second question...what if regular police..not meches police...catches another driver...what happens?

That's a different problem because of right hand drive.

Regular police don't generally know what to do with a student car and wont enforce the driver & spouce law
However, You can get a temp ishur from meches for a driver who is a blood relative to drive the student car.
it CAN be done!
