If I rent a car in Israel as an Israeli could I still use an american credit card to give me coverage on inaurance? They won't let me rent as an American even though I live here.

It's a bit depending on whom you make the reservation with, but in general it's Two separate things, 1) VAT. 2) Insurance.
1) As an Israeli you will be charged the 16% VAT on
entire totals.
2) If you have CDW Insurance on cc, you won't need to buy CDW from the rental company. [$8-20 per day saving]
Tip: When making the reservation make sure that you get a "price list" that enabling you to not pay for the CDW.
