Yes it is a law. DOT regulations stipulate that a passenger is allowed to cancel a booking within 24 hours as long as the departure date is in 7 days or more.

I would love to know all the ins and outs of this, its not so clear cut (eg. AA dont offer this, they only offer you to hold the ticket for 24 hours etc)

DOT regulations require them to allow you to hold and/or cancel a booking within 24 hours.

heres my story for AA booking TLV-ORD i called within minutes of booking this flight to cancel and was told there was a 100$ fee i called again several hours later and was told by a rep that there is a 100$ fee 12 days later i found out that there is a DOT regulation requiring airlines to give a 24 hour grace period for free cancellation of reservations so i called back and was told that my booking is now older than 24 hours so they can no longer cancel without fee

next step??

File a complaint with the DOT. Often a Rep will document in the ticket that you called to cancel and was informed of the fee, If you can get your hands on it that would be your proof.

A few months ago I had no problem canceling a ticket with AA within 24 hours of booking.
On another occasion I bought a ticket with them and the next day the price dropped so I called them and asked them if they can refund me the difference since its within 24 hours and they did it no problem.

I think that's correct, but it's YMMV on an agent enforcing it.
