In your experience, besides for the cop not showing up, is winning a TVB ticket possible? I'm told it's impossible and they don't do plea bargains.

Don’t have too much direct experience TVB but definitely possible and I know of some. Sometimes it was multiple tickets where some where dismissed while the other were made guilty. Staten Island is another story and dismissals are rare

Why the difference in Staten Island?
If my dash cam footage show the cop sitting in the car without a radar gun is that enough to get my speeding(41 in a 25 residential area) ticket dismissed? There is no gps(showing speed) on the footage.

Staten Island traffic judges are notorious for convictions.
Small people talk about other people.
Average people talk about things
BIG PEOPLE TALK ABOUT IDEAS.

Why is that?

Don't see a thread for other states.
 So..

Got a ticket for parking in a driveway, while blocking the sidewalk.
Someone called because I was blocking the sidewalk.
When they came they saw the car wasn't registered (which was true, seems the owner forgot to re-register it because it was a lease and he planned to give it back.)
Officer was going to tow the car. But I came in time to have him cancel the tow-truck. And in return he asked me for my license so he can give me a parking ticket for blocking the sidewalk.

It's only $55 so I would technically just pay it and move on. But when I went to pay it the info stated online was entirely different than what the ticket had when he manually wrote out the ticket. (The manual paper ticket had all the correct info, so honestly not sure for the discrepancy for the ticket online?)

 For example;
-my name was misspelled
-make of the vehicle was wrong. (Was a Hyundai not a Harl)
-parking offense. Was supposed to be what was written on the paper ticket 39:4-138F
Which is(I'll post a picture, but instead it shows online 39:4-138G which states "no parking area established by state highway. While my ticket was issued on Forest Ave in Lakewood NJ.)
I see two options on the bottom, efile and plea online. Which would I do? Or just pay the $55?

Still there? Grab a pic of the car behind you with a valid muni meter receipt.

Vin# is not required. But if it was omitted means that the agent manually entered the details and not through scanning and possibly made some other error.

Any way to fight a expired registration if I had it but procrastinated and didn't put in the window?

Well, legally you need to have a current registration displayed. Assuming they scanned the expired registration which proves that it was on the car and details correct. One option would be to explain that you already had the new just never removed the old one completely, you can show a picture showing the new one along with the old one on the windshield and try your luck. Not the best, but an option.

I got a parking ticket a while ago but I sold the car and surrendered the plates, will they come after me or my new car (with new plates) for the ticket or am I off the hook?

As long as they are registered to the same person they get linked together now or in the future.

NY registration, of out-of-state registration?
A quick way to tell is to enter your new plate into the pay and dispute app, and see if anything shows up.

Not with out-of-state registration.
