When using AA miles to book LY economy, can you pay to upgrade to E+? How much is it?

Same as if you book a regular ticket. Depends on the seat, usually around $150.

It's a simple confusion. LY biz is X class which is the Economy award class for all One World airlines.

Ummmmmmm... isn't OW Y award generally T class?

Tnx a mill, So ill just book in economy in the same airport (not to need to change it as there is a fee)  and iyh it will open up something better either by LY or BA!

I booked on el AL using aa miles,  and got a confirmation  number with  which I was able to check in and choose seats on El Al's  site,  though now 24,hours later I have not been ticketed and the miles have not come out of my account,  Any suggestions ?
