could someone please explain the difffernce between these two charts and could explain where each one is used for.
for eg if i want tlv barcelona which list do i go buy

You can use whichever chart you prefer.
Note that the partner chart allows you to use any partner airline (including El Al) whereas you can only use Oneworld carriers on the Oneworld chart.

Note, when using Oneworld chart you must use (2) Oneworld carriers besides AA.

Also when using the OneWorld chart you do not have 3rd region routing restrictions, which you do have with the partner award chart.

is there any way to see aa availability on award flights inline for flights departing from outside the usa?
is there any other one world airline which is distance based,
