Where to credit Air India flights?

A relative is flying Air India. Has no mileage accounts with any of the below.
Where is the best to credit a shy 15K miles:

1. Air India Flying returns.
2. LH's Miles and More.
3. SQ's Kris flyer.

Any advice?

LH or SQ both are useful and can be topped off with SPG/Amex.

Do they have an account with miles with either?

No, and not likely to accumulate anymore miles in the near future.
