Car rental in San Diego for 24 year old in July

Since my 24 year old friend asked me to help him with a car rental, I in turn ask any of you to help me (him).
 He is looking for a small-full size car from Sun July 25 at noon to Thurs July 25 at 8pm. I know there are various chabad,bmg, ect. codes out there (for both price and age) but lack any experience with them, which will work there and which to use.
  Would anyone be so kind and lead me which site to use, and which code to put in that will work? Thanks!

need more info on pickup location (airport or neighborhood), what size car, etc.

Ok. He wants a full size or one below with a upgrade, and it can be directly at the airport, or any airport shuttle. Thanks guys

Sorry I meant Sun, July 25 at noon, to Thurs July '29' at 8pm. What do you have?
