Train from TLV to Jerusalem Central Bus Station takes 23 minutes and runs from 6:30 am to 7:30 PM in both directions.

Shmuel Lieberman:
Raanan: Private driver. Usually beats Hadaka 99's price if he's available to drive then.


Nesher: 64 ₪.  They go at the top of every hour.  Must reserve 12-24 hours in advance.
Menashe Sofer (Frum Service): A few NIS more than Nesher.
Hasaah: 450 ₪ for huge van (just did with 2 parents, 3 kids, 10 bags) Shouldn't be more than 350 (If need a guy, you can PM moish)

Bus:
Option A:
1. Take Egged 947 / 950 from Central Bus Station to Tzomet El-Al.  Busses run Approximately every 20-30 min. from 6 AM to 10 PM. Takes ~40 min. Price: 25 ₪. 
2. Transfer to local bus 5 / 5A / 13 to Terminal 3. Every 20-30 min. 5:30 AM - 9:10 PM.  Price unknown. 
Option B:
Bus 485 (run by Afikim) runs approximately 5 minutes after the hour on the hour around the clock from the Jerusalem Central Bus Station (stop is in front of Mercantile Bank) to Terminal 1 and 3, and from Terminal 1 and 3 to the Jerusalem Central Bus Station. Price: ₪16.

Train רכבת:

Starting from September 2018 there is a direct train line between the airport and Jerusalem's central bus station which is at the main entrance to the city.
Train runs every half hour and cost 17 shekel per ride. I think there is a discount if you buy round trip.

To get to the train: Leave the terminal through exit 01 and it is directly on your right. You can buy a ticket from the automatic machines outside the station entrance.
Please note that the train only runs during the day and not at night. Check the Israeli rail  website in advance if you are not sure.

Walk: 0 NIS Takes about 13 hous and 47 minutes give or take a few depending where you start.

Ask around. I'm sure someone will be willing to split a cab with you.
Make sure you order one from Daka 90 or some other company with normal pricing instead of the over priced, tourist trap, airport taxis.

What is normal pricing these days?
i wish i knew what i was doing...

Wrong!
"Standardized pricing" is a scam meant for tourists. No Israeli would pay 350 shekel (about $100) to get from the airport to Jerusalem.

Taxi rides from Jerusalem to the airport are around 170-200 shekel. There is no reason taxis should charge almost double what they do for the ride to the airport especially if they came with a paying passenger and their alternative is to drive back empty.

Call Daka 99 and it should be about 180-200 shekel. Try not to sound American on the phone.

Just to Airport, you can switch at Airport and go from there to Tel Aviv, will take about an hour depending on where you need to get off.

Pretty sure there are 2 trains otherwise they could not maintain the schedule if you look here you can see that the article speaks of multiple trains operating this route.

It's not a specific article, it's all the articles about the train, I wouldn't call Israeli media the most reliable thing that ever happened...
In any event if you look at the first article it says:
"רכבת ישראל הודיעה הבוקר (ג') כי בשל "תקלה באחת הרכבות בקו המהיר"
Stating one of the trains the implication being there are multiple trains.

Your second link is unrelated it's about a new road that was opened (437).
Re the train, it's not really to tel aviv it's to the airport and they are expanding hours but still have issues. Meaning the schedule will have now longer hours which will also be subject to the malfunctioning of less hours...

Just took afikim bus from the Central Bus Station(Yafo street) Bus stop is on Yafo and signed well... Will update will with more info.

OK, my flight is scheduled to land at 3:35 AM. what are the chances i have an option besides
a) a one way rental
b) a taxi

both of which cost a lot more than i want to spend on it.
I have a similar request. 
Landing at 2:35 AM on May 21
Alone only one suitcase.
No trains until 8:30 and don't want to spend the $200 on a cab.
Hope I'll find someone to split at that hour.
