not if u use amex cards and don't want to go through a F/R though amex GC maybe a trigger as well

Anybody has any idea why would Amex be declining my purchases?

I get messages that my "We could not verify your order information and cannot approve your order at this time."

I already tried calling twice, and each time the very patient Pakistani reps explained to me that they couldn't verify my order information and could not approve my order at this time.

I've tried with different cards and different accounts- sometimes it goes through and then other times it's just declined.
My billing info is correct and the charge is approved.

You have a set limit to how much you can spend per purchase or your setting off a theft alert setting... check your accounts...

Doubt it, as this has happened with both Amex and Chase cards. The Chase rep confirmed that the charge had been approved on their end. I have already ordered larger Amex GC's.
