It is confirmed that Citi will consider these as a Cash Advance. They will hit you with a fee AND won't count them toward spending.

HOW TO CASH OUT?
Blue Bird: Amex gift cards cannot be used to load bluebird.
Money Orders: Many locations require a debit card with a PIN; Amex GC don't have a PIN.
Try Amazon Payments, Target Amex or MC/VS GC's from many places.

At ATM or register?  I was under the impression that Amex GC's did not work because you could not set a pin.

Just found out. Was not these free GCs. It was ones he paid $5 for at CVS. Loaded at ATM. Made up 4 random digits for
the pin. Interesting...

What's interesting about that? You can see this info in the wiki on the BB thread.

Before you edited, I checked the BB wiki and saw that AMEX doesn't work with a pin. So I'm confused - what do you think he used? It was definitely an AMEX, I'm sure he didn't confuse the little logo...

Sure I do or it would not be any fun. AFAIK Amex GC's using a PIN does not work at WM for any type of purchase let alone a BB load. IIRC it will lock the register up sometimes. See how boring that answer was.
