It is confirmed that Citi will consider these as a Cash Advance. They will hit you with a fee AND won't count them toward spending.

HOW TO CASH OUT?
Blue Bird: Amex gift cards cannot be used to load bluebird.
Money Orders: Many locations require a debit card with a PIN; Amex GC don't have a PIN.
Try Amazon Payments, Target Amex or MC/VS GC's from many places.

I used to have the experience you described I till a couple months ago then they started retracting all the CB a week or two after purchase. Apparently the rules changed and AmEx decided no more CB at all for promo codes.


Takkeh a major bummer, but for me it's still kedai to pay the $99 (- $25 GC AmEx sends you) per year for unlimited free shipping to allow me to consolidate all my AP MS onto my CC of choice without having to enter one CC into multiple AP accounts. As long as there's no CB anyway, I'll use promo codes, so aside from a one off cost of $74 pre year, I have no cost for the MS. And if they bring back CB through portals, I'll stop using the promo codes. The CB more than justifies paying theinimal purchase fee.
