I can't find the premium shipping trial on the new web design, it used to be an option during checkout, but now i don't see it.

I had the same thing recently. I was charged for premium shipping. I called customer service and the rep told me, that in three months I should call and they will refund the shipping fee and then charge me again starting a new year.

If I regret an AmEx GC purchase, can I just refuse delivery and assume it will automatically be refunded?

I don't know what "refuse delivery" means, but you can call Amex and they'll cancel the gift card and refund you.

I once had to do that. (I bought Amex GCs with a Citi Exec card to reach that 10k spending threshold they had. Big mistake as Citi codes them as CA.) Anyway, it was not so simple. You need to call Amex.

I paid a closed cell phone account several hundred dollars with over a dozen AmEx prepaid cards that were sent to me as rebates. I hope they eventually send me a check for the credit balance. With these gift cards you buy, you would be dealing with much higher amounts than what I did, but think along those lines for other accounts you can overpay.
