They should, buy you have to be careful with the amounts. A $200 Amex will not have enough of a balance to buy a $200 VGC which costs $206.95 with the fee. You will not be able to split the payment with a Staples GC or a second credit card.

Let me qualify it further...I have not gotten MR or CB for ordering Amex GCs from Amex on my PRG, Biz Plat or BCP. If your experience is different, please advise. It has, however, counted towards threshold spend.
