Can a dual citizen (isreali american) living in isreal who is visiting the states for a month or two apply for medicaid instead of buying travel insurance?

how much is income eligible?

what would be the best/cheapest option for health insurance in that situation?

if i booked with my CSR would all travelers be covered?

Medicaid is a state program, so it would depend on which state you "establish residency" in. In general one can qualify for Medicaid with income of up to 138% of FPL in most states (see https://www.kff.org/health-reform/state-indicator/medicaid-income-eligibility-limits-for-adults-as-a-percent-of-the-federal-poverty-level/?currentTimeframe=0&sortModel=%7B%22colId%22:%22Location%22,%22sort%22:%22asc%22%7D) in NY one can get Essential Plan if income exceeds 138% of FPL up to 200% of FPL.

Establish residency by moving to NY (signing a lease, sending a child to school, or possibly other ways).

I can't advise you on Travel insurance. The Travel Insurance sold by US companies mostly excludes US Citizens coming to the US. From what I hear no Israeli travel insurance covers COVID-19 (but I would say you should have no issue if you get coverage that doesn't cover COVID-19, in case of emergency you can always get Medicaid in NY if you're under 138% of FPL currently)

illegal based on which laws?

IINM Israeli citizens are required to be a member of "kupat cholim". That doesn't provide any coverage when coming to the US. Why would someone not buy something that does cover.

Now if you're talking about having 2 policies with potential coverage for the same incident, then you might be talking bureaucratic mess unless a policy clearly states that it provides primary coverage.

I’ll be  traveling from ny to Orlando for sukkos, flight is $59 with jet blue, is it important to buy travelers insurance for $23? I have no cc that will protect me

There are places where almost anyone can get insurance, but pre-existing conditions will be excluded.

You can PM with specifics and I can see if I might be able to recommend something. 

You can check out Insurance4trip.com but if there are pre-existing conditions, I recommend the specifics are discussed in advance.

Those policies will not cover US citizens who reside outside the US and are traveling to the US.

Living where? Going where? Also it might make a difference if the pregnancy is due to fertility treatment or involves more than one embryo.
