where is the best place to put them?
ba? united? sapphire?

You can't transfer them to United or to your Sapphire account so out of those options,  BA.

BA is probably your best bet.

That would depend on what you do with your miles and where you already have miles.

         BA for short haul flights is a great option.
Starwood transfers at an awful ratio so in general it's not worth it.

         Aeroplan? Singapore Air? Etc? It all depends.

AMEX and Chase Sapphire Preffered and Ink cards both transfer to BA.

Again it all depends on your travel needs. For me personally I'd transfer them to Delta. But that's just me. And I have a boatload of BA miles.

dan claims delta is horrible.
i have no experience with them besides for 30k coming in soon

In general yes, They aren't as good as other airlines in terms of availability. For me though it works out great.

Figure out where you want to go or what routes you travel the most and then decide from there. There's only so much anyone here can help you with if we don't know your travel habits, what you currently have in your accounts and what you plan on getting in the future.

i was talking more like to europe.
if i have 30k and i added on the 27k amex, would i be getting near a flight to europe at all?
