Correct.
Use link provided above for 6.1.2 firmware.

After downloading the firmware, you can shift-click (PC) or option-click (Mac) the Restore or Update buttons in iTunes. A file dialog will open and let you choose the downloaded ipsw-file.

Note: Your browser may change the ipsw-file into a zip-file. In that case, just rename it to end in .ipsw and iTunes will accept it.

But i am still unsure if this procedure equates the required "restore to factory settings"

Correct, I have not upgraded to 6.1.3.

I am trying to "have my cake and eat it, too."

1. Do either of you know with certainty if it's possible to restore an iPhone 5 running 6.1.3 to 6.1.2 using the linked-to firmware? If so, I can wipe and restore 6.1.3 and then restore to 6.1.2 and re-JB and all is well. (It seems from a bunch of places online that this is not possible, though it seems like DanH is saying it is?)

2. If I simply restore 6.1.2 on top of my current 6.1.2, will that un-JB my phone? If so, that would be good because I could then "erase all content and settings" (which is currently not possible while JB), and then re-JB afterwards.

1.  No, you can't.  You cannot downgrade to 6.1.2.  I'm suggesting #2.

Blobs should be automatically saved in cydia. You just need to back them up
