The FTP sever was self hosted, on that network, the external IP is the IP from the ISP

Can the computer (the one having the issue connecting with the browser) connect to IP at all? traceroute?

Is the computer connected to a VPN?

I didnt check that, I dont wanna give you a misleading answer.

You and DH are really close.

I'll give a little of a hint, One of the times I had this issue, I was using a Dlink NAS, so I called Dlink and they were able to connect

Was there a firewall preventing OUTBOUND traffic on port 23 (or whatever port FTP runs on) on the network your external comp resided?

Nope, I dont think it was a firewall issue. (Ftp is usually 21, more secure if you change it)

I am pretty sure that was the issue, as I had issue like this a handful of times when trying to connect to your own external IP
