Flying with an infant and booking a Star Alliance ticket through US Air and flying Swiss one way business to TLV and returning business on CO, who decides my 10% fare? US Air? or is it 10% of Swiss one way business and one was CO business?
US charges 10% of whatever the full fare itinerary would cost if you paid cash.

10% of business fare? So they would base it on 10% of what they charge to TLV on business eventhough they don't do the routes I'm taking?

US airways has access to star alliance partners fares. They will know how much swiss charges and charge you swiss 10%business rate for example.

As booking an infant seat doesn't have the problem of no availability, better go to a smart travel agent, who will get you 10% of 'special' tariff. He should not forget to connect it later on with the adult that was booked separately.

The only thing I can think of is to buy a discount refundable coach fare, add the infant, cancel the refundable fare, but have the infant added onto the mileage reservation.

No promises that will work though.

On Elal tickets the infant fare needs to be linked to another ticket so on an AA mileage award it would not work to cancel the main ticket.
However you can do one way tickets if you know someone on your flight. It may even work to meet someone in the airport on your flight and offer him $50 to do it. The infants ticket does not need to be linked to the parent.
However I dont know whats with other airlines

infants and children tickets NEED to be linked to an adult, or will fly off (the aircraft that is, not the landing strip).

Ouch. So two one ways on 2 different airlines might be pretty scary if 10% is based on what that ticket would actually cost me in cash for business.

Do I have to make the infant ticket with the award reservation if fares are high then, or can I wait until there's maybe a sale a book then? Or in my case, if I'm making reservation 11 months out and baby not born yet, don't know name, can I do that part 6 months afterwards?

If you fly in first or business class, it will not really help. The baby ticket will be expensive. In first class were a return ticket is more then 10000 Dollars and you got the miles for cheap it might be worth bookng another miles ticket and having a seat for him.
If you book your infant on an Economy 10% and add it later to the booking you might get problems at the airport as the parents have Business/First and the infant Eco.

Example Fra-Shanghai  First Class Fare 16000 USD
Infant 1600 USD plus Tax

If you buy 100000 Us miles from Us airways it costs you 1400 Dollars

If this is the case, you are right, but in a case of NYC-europe probably not.

Again, I said that if you pay 10% of a first class ticket, by the airline, it will probably work out more expensive then 10% by a good travel agent.

For instance a return ticket, way out in First, return in cargo, will sometimes reduce the price...

Sometimes dumb. Sometimes I pretend. If you're not a superflyer, having a relationship with a travel agent when you usually book online or direct with airline is not so common. Calling a travel agent and asking point blank and asking to book specail tariff infant ticket doesn't sound so profitable. Even if she makes $20 on the ticket. Am I wrong (or just dumb  ;))?

I agree. I have never spoken to a travel agent in my life...

You are giving me a hard time... I'd have to say a combination of both.

checking routings and stuff like that, you spend a lot of time, but spending some $1000 on an infant ticket would also need to research don't you think.
