Paper checks (or other paper source documents such as insurance drafts) must be scanned from a location within the United States or its territories and be payable in U.S. Dollars.

We've updated the Chase QuickDeposit Service Agreement to include this new information. You agree to these new terms and conditions by continuing to use Chase QuickDeposit. The updated agreement will be available online on or after March 24, 2013. To review the latest agreement, click "Legal Agreements and Disclosures" at the bottom of any page after you log in to Chase Online."

They send me a secure message that says they won't be imposing this restriction after all:

Subject:   You'll still be able to use Chase QuickDeposit (SM) on your mobile phone outside the U.S

We recently told you that we were making some changes to the mobile version of Chase QuickDepositSM that would result in customers not being able to deposit paper checks from outside the United States and its territories. After hearing from customers, we reconsidered. So, we are not going to put those changes into effect. You can continue to use Chase QuickDeposit on your mobile phone as you have been, including outside of the United States and its territories. Remember that all deposited items must be payable in U.S. dollars.

All other terms of the Chase QuickDeposit Service Agreement remain the same and standard limits and restrictions apply.

The answer is probably either that its only a chance of a compliance issue/fine and theyll risk it, or perhaps the issue is increased fraud.

A huge bank like Chase doesn't "risk it" on compliance issues, at least not officially for something that isn't that lucrative...

The latter (increased fraud) makes a lot more sense IMHO.

The risk can be just legal costs of defending their position,  and of course they risk it, the banks pay billons of dollars in fines every year...

I don't know how lucrative consumer banking is, but people who are using the services outside the US are generally going to be biased towards the more profitable clients.
