what happens (under power setting) when you close laptop lid?
or try once the 3 finger salute see if it happens again - open the task bar and see whats running

You need to be a bit more specific, your problem can be one of many:

1. is the standby option greyed out?
2. when you press standby nothing happens
3. after walking away from your computer it does not go into standby
4. you set it to go into standby after a certain amount of time and it does not go into standby

I would write the solution for each one but would be easier if you specified the exact problem. #3 soulution is like others wrote, make sure the power settings is set to go into standby after a set amount of time idle (power options is found in start > control panel > power options)
It's what is on the outside that matters

Its set up for the screen to shut of after 3 min, and for it to sleep after half hour. it has always worked. Settings are fine.
Recently it stays on

There are separate power setting for "battery" and "power connection". Make sure BOTH are set to go into standby when closing the lid, hitting the power button, etc.

It may be that my sole purpose in life is to serve as a bad example

Try this: Control Panel\All Control Panel Items\Power Options\Edit Plan Settings change "multimedia" settings to allow computer to sleep.

Do you have any software open at all? Perhaps a virtual machine or some video capture software?

Sometimes network settings don't allow it to go into sleep mode. Same with logmein and some other remote software
