Is that what Amex is actually giving for this exchange?

A friend of mine has some MR in Europe. With the exchange rate it's a win situation (especially that the airline transfer ratio there is .75:1). He doesn't have an amex in the US and amex eliminated the option to accumulate MR as an AU. Besides opening a card in the US with their global card transfer option, there's any option to transfer to someone else's account?
