There are often coupons that lower the up front cost of paper that's on sale with a rebate. And other coupons, too.

BUT:

The coupon is now only able to work once per order! The $5 off is now being pro-rated between all the cases in the order, rather than the 4x it's put in!
To use the coupon 4x, you need to have each case checked out separately.  Which means that besides the bother at the register, you submit 4 different rebates - and you get 4 different rebate cards of $41 - instead of 1 rebate card worth $164.

I bought a vgc today along with some other items. I presented a Staples GC for payment and the amount for everything except the vgc value of $200 was deducted from the Staples GC. The register seemed to do that automatically; I don't think the cashier specified how much.

Yes, the vgc fee was paid for with the Staples gc. I had to pay exactly $200 using another payment method.

Have you tried using Staples GCs to buy VGCs in bulk (9) in store (the fee portion I mean)? ie. $62.55-$50 SGC. I wonder if it's best to buy $400 worth of VGCs instead to keep the managers at bay.

I did not try that. I deliberately bought other items in the same transaction to avoid scrutiny, hoping that my gift card could also pay for a large chunk of the amount loaded on the vgc. If I am correct that the register applied the Staples gift card payment automatically to only the portion that was allowed to be paid for with a gift card, then buying them in bulk in a transaction that only includes vgcs and paying the fees with a gift card should work fine as far as the register is concerned. However, this is the type of scenario that may take some cajoling / convincing to get the cashier to even attempt to swipe the Staples gift card (especially if the fine print on the back says "Cannot be used for credit card payments or to purchase other gift cards...").

Agreed. Just wanted to get your data point if you had tried it. I hope the "deliberate" other items purchased were on sale! Haha
