i recall reading r' shmuel vozners psak when elal distributed it with the mehadrin meal, that one shouldnt make a minyan by congregating in the back of the plane, rather work it out in a way that 10 people should make a minyan by sitting near each other. but he didnt say you shouldnt daven with a minyan. i havent seen the psak in a while so i might be mistaken, but im pretty sure that was the gist of it.

They stopped shooting Jews on RJ flights ever since tlv security restricted guns past the checkpoint. (Don't tell me when to stop being a SA )
as one who has flown rj on many occasions, i can see why you would be uncomfortable donning talis and tefillin on the flight. however, tlv-amm should be ok. or in amm, get a room at the lounge for $50
What percentage was Israeli on TLV-AMM (BTW, that was the flight I was referring to. I probably wouldn't feel so comfortable on a AMM-HKG flight or whatever)
