I know you said Hertz, but avis in Westbury NY has very cheap prices $240 a week for full size car. Also you can return it to JFK if you want. It saved me hundreds I take a taxi from JFK to Westbury 35min saves me 15min on airtrain and the rates are great. Keep in mind they close at 6

As you may have realized Dealer is ALWAYS selfp-promoting BMG corp. so that's the one he used. And for the record yould be best off trying more than one corp, and not trusting s/o that they are the cheapest, as these things vary.
As for the OPs question I would recommend using an aggregator such as carrental or kayak and increase the radius of your search.
