The gov't wanted to increase home ownership, even/ especially in groups that traditionally have a hard time getting a mortgage.  So banks were encouraged ( I don't remember how) to lend to people with iffy credit.  The banks were then itchy to off-load the risk of those loans. 
I don't remember any details; I read about the whole thing years ago. It seems that The Big Short looks at the situations from the banking angle.

They did a decent job with the housing side of it through the trips Carrell's character's crew took to Miami. But to your point, they didn't necessarily focus on the housing policy aspect of it, just the bare fact that people were getting loans they had no reasonable basis to get approved for.

The part that was more likely confusing to some people was the MBS/CDO's which were the primary instrument of transferring the housing collapse into the financial sector, and the CDS's, which were the primary instrument of how all the characters in the movie made a killing on the collapse.

The depiction of the credit agencies role in the crisis was done decently as well.

True the story is more about them. But I got really disturbed from seeing how the collapse happened.
There are quite a few good documentaries on the 2008 crash, this movie is just typical Hollywood portraying Wall Street, you can smell the hate throughout the movie.

I still enjoyed it though.

Room was insane though I can see why someone wouldn't call it an excellent film.  The acting was phenomenal though.
Concussion is on my list of things to see. Glad to hear it was enjoyed.

Concussion was truly phenomenal acting by WS.

Room, as you said, was good. The acting from both mom and child were great but overall the film just didn't really come across as that great.

From the previews it doesn't seem that good I'm mostly interested due to being from the same neighborhood as the main characters
