Even if you were correct that this is considered zuto shel yam, the siman you quoted points out that if dina d'malchusa says you have to give back zuto shel yam then you are chayav to give it back.

Have you asked a posek regarding this? I will (just sent an email to a friend of mine to ask) and I highly doubt this constitutes zuto shel yam. Please let me know who you asked.

Also, to assume that you have the sole interpretation of halacha and anyway else who would pasken differently "has to figure out if his frumkiet is real or just fake" is probably the most haughty thing I've heard all day.
