Honestly, I haven't been there yet (September), but we booked the Fairmont on the Palm instead of the one downtown and everyone has told me transportation and getting around from the Palm is very easy.  The Westin is right there as well.

I ended up booking the Four Points Downtown. I'm only there one night and arriving late. I figure for ~$70, it can't be too bad.

based on there schedule, it seems like I will have 3-4 hours in Dubai.

landing 12:30
Bus leaves 2:00
Arrives 3:15
bus back 7:00
Flight 9:25

If I were to rent a car, I would have much more time. Has anyone had any issues with directions? (yes i know about google maps, I just wont have a sim there that works)

It is pretty much a straight shot from AUH to Dubai.  Traffic was horrendous in some places we went in Dubai and they are the worst drivers I have ever seen, especially around the Marina district.  With that being said, if it will give you significantly more time, I'd probably rent a car.
