I was told after 9:30 you should be fine. Don't know how far before that is an issue.

Does DXB have a convenient drop off for luggage? I will only be there for about 7 hours and dont want to waste time finding/getting to luggage drop off. On the other hand prob not so smart to drag a hand luggage all over Dubai as well!

I'm in Dubai right now, we have an 8 hour stop over and left the airport to go the fountains and the Burj Khalifa. We did not find a good place to drop off luggage (we were going to drop it off at the Emirates Business lounge, but they didn't let us leave it there). However, it was relatively quick getting out of the airport and back in through security.

There' a luggage drop off some sort of concierge at the Dubai Mall.  It wasn't cheap though.

Ski Dubai- a must. You can spend hours here. If you like animals even a little bit, do one of the penguin experiences.

Aquarium (worthwhile without kids?)- not really so different than other aquariums. You can pass if no time.

Fountains- I assume by this you're going to book a boat ride during the fountain show... I recommend doing it while it's dark out.

(Worth going to Burj al arab?)- I didn't go but all taxi drivers said "eh". Not sure where the Fairmont is but from the burj Khalifa, it can be a 20 min drive with no traffic. And traffic can get baaaaad.

Dubai Mall- you can spend 5 minutes or 5 days here. It's right near the fountains and burj khalifa. Do the skiing first, then head to the mall and stay for the rest of the day thru the fountain show.

Just came back from there.....In my opinion plan allot of "rest time" because you will be bored. 48 hours is a very long time....
Aquarium is stupid as you can see most of it for free in the mall.
The Burj I wanted to do just "for the sake of it" but both days were foggy and wouldn't see much.
The fountains only do at night (but gets crowded), and I read up about evening desert tours which are highly rated (I didn't do it) and Groupon has allot of good deals. If beach is your thing they have a small beach spot which is pretty nice with amazing views of the burj hotel and the most spotless beach ever.
If you need you can PM me for the email of a drive who I used. A Pakistanian (lexus) who was extremely knowledgeable, friendly, funny and super proud to be "my personal driver for the day". I am just warning you that he had a filthy filthy mouth...lol

It may not be fog. There's a lot of pollution..

I did desert tour, loved it. Though at the end when they have the food and you can't eat, it gets boring. The jeeping is fun and the sunsets in the desert are priceless.

Just in case you weren't aware, Ski Dubai is not in the Dubai Mall.  It's in the Mall of the Emirates.  The aquarium is in the Dubai Mall, and the Burj Khalifa and At the Top tours are there as well.  Either way, we were bored at Ski Dubai after an hour or two.  There are only "2" parallel, small slopes.  Still a cool experience though.
I haven't done the Burj al Arab, so can't comment, but you NEED to do the fountains.  Try to time it so you can see at least two of the shows which run every half hour, starting around 7pm, I believe.

Also, I was underwhelmed at Fairmont the Palm.  With all the options in DXB, are you just trying to burn through your free nights?

No need for a tour as the Mosque, it's incredible at your own pace.
