My real issue with it is that I can't figure out how to get rid of a little bubble that shows up when anything happens on my phone pertaining to downloading.

I don't think there are any free apps that do it (that I'm aware of)
I got PrinterShare Premium from Amazon free app of the day....

Settings/Download Manager / Disable ES Downloader

As someone who used es file explorer for years until it got sold.... That's what I was used to and i tried Solid Explorer and others and I didn't like them. So I used my Google Play Credits (from the Google Rewards app) and paid for the Pro version

Where in settings have you checked? It differs with every phone manufacturer, but most (though not all) do have the option to disable it. Try looking at these two locations in settings, for something like Wipe or Factory Reset
  • Settings>Security>Device Administrators
  • Settings>Lock Screen

Below is a screenshot from the Galaxy S6. But now after looking more around I see that at least HTC is known for not giving the option to turn it off (there was a petition here), but for the Moto E I am not sure.

But, as your question initially was, you can install any screen lock app other then stock and that shouldn't happen. (most of the screen lock apps doesn't even have the option if you want it.) One popular screen lock app is GO Locker.
