Should you root???
Sure why not nothing to loose, except minor stuff like google wallet wont work etc.
also you might void your warranty if you root, but you can always unroot so there really is no major downside.

If you don't have any reason to then I wouldn't.  Otherwise, go for it!
The Note 2 is a pretty popular phone, it should be fairly easy to find some good instructions online.

If your wifi is turned on it should auto-connect to any hotspot that your are connected to when it is within range.  If you need a app to turn on your wifi when your in the area of a certain hotspot i think tasker can help with that

many Wi-Fi hotspots require you to login, public spots require you to accept terms and click login. Other access spots like optimum and some local hotspots require a user name and password. I want all that automated

I knew i wasnt understanding you correctly! If you have the username and password.. Cant you just click on "remember me"  or do these log on pages not have that option?
