These are transferrable?

I've seen a few replies saying these are transferable, but from the T&C: "Primary Ticket and Companion ticket must be purchased with your Delta SkyMiles Credit Card from American Express." I don't know if this means it has to be booked with any Delta SkyMiles CC or the companion holder's CC, and I don't know if it's strictly enforced. Just providing some more info.

If it's the primary passenger, for sure not. Even if it's the one using the certificate I would assume that it's not a problem once the ticket is issued

Certificate only works for 48 contiguous states.

Companion certificate is valid for one round-trip First-Class, Delta Comfort+® or Main Cabin companion ticket with the payment of applicable taxes and fees detailed below and the purchase of certain adult round-trip fares on published routings within the 48 contiguous United States.
Residents of Hawaii, Alaska, Puerto Rico, or the U.S. Virgin Islands must originate from there to the 48 contiguous United States.
