First thing to do is get the dates set.
You can reference with ITA matrix to find the exact dates.

What I did (well, would do if booking), would enter this into United's multi-city search:

IAD-EWR
EWR-BUR -
BUR-EWR - all 3 of those on 5/29/2013

then EWR-DCA on 5/30/2013. The resut will have "nonstop starting at $268...
