If I book a flight with standard award and then saver opens up, will I be able to switch to saver award?

The one way that is standard is 394 plus 48 taxes.  Back out the taxes and value is 1.4 per point, which is ok,  but not great.  I am hoping that saver will open up

Am looking to book a United award ticket for travel in the next two weeks and they are looking for a close-in fee.

Can I book the same route a month or two out, avoid the close-in fee, then call in to have dates changed?  Will they still charge close-in fee?

From now through December 2015 - (2 months ago it was only for flights through March, and 2 weeks ago it was back to the normal prices)

USA-Europe/Europe-USA on partners (in J) are pricing out at 57.5k again.

TLV-Europe/Europe-TLV (in J) is 35k again.

USA-Central Asia/Central Asia-USA (in J) is 70k again.
