Is there a reason why there is 0 availability on United PS from LAX or SFO to EWR on any dates after Aug 20 for Saver Award premium cabin through July '17?

Did they also start not opening up availability till 3 weeks before?
(I know Lufthansa has something like that for partner bookings in F Class.)

I got a love letter from United about the exciting changes that they are making to 'streamline' their Award cancelation fees. Are the details discussed anywhere?

ETA: Found it UA changing award ticket bookings and fees
