Try your luck with the check in agent. You can't change the card.

IINM there are no official blackout dates for award space. But unofficially, summer award space is empty on certain routes. I was wondering if there are dates that begin and end this "blackout" period to determine whether it's worth checking certain dates consistently or just waiting till close-in.

Officially you need to use the card to book the reservation to get the free bag. Even just the $5.60 taxes.

Reports of people being charged otherwise. Obviously YMMV.
I've flown my MIL on award flights without using the United card to book and have simply told the agents at the check in counter that we are cardholders and that the baggage fee should be waived. But yes, definitely YMMV.

I booked a OW nyc- kbp with the United promo rate of 57K last night, now a much better routing just opened but they want to charge me the regular rate of 70k,

any way around that?

IIRC its somewhere between $50 and $75, I guess you can call and ask.

There are 2 levels of award space on TK. So even though space is showing on EF, if it's not showing on UA/ANA/AC, it means it's a higher  level and can only be booked through TK's award program.
