Will NYC-VCE ( stopover )- IST-TLV, then open jaw ZRH-NYC. price out as a full roundtrip to Israel, or as part Israel, and part Europe ?

According to UA, yes.
So UA only allows OJ within the same region ?

If I intentionally ( obviously they don't know that ) miss one leg of a roundtrip award, ( timing doesn't work out )  will they give me issues boarding the next leg ?

Yes, it nulls rest of ticket. This is why hidden city is only done as last leg

why not? TLV though is 82,500 vs 80,000 w UA w a stop. Plus YQ sometimes etc.

AC shows nothing.
Try NH or LH. They should all show SN award availability.
