I'm trying to book  EWR-LHR in J. Currently it's showing almost all business class avail for purchase but not in saver. I have seats in Y as of now. Is there an option to upgrade with miles should J become available or will I have to rebook? What's the penalty for canceling Y that was booked with miles?

No. The only reason plan b works is that you got them to charge you for j class. Which makes you a displaced biz class passenger.

IN is only for platinum and above unlike XN which is for cardholders and all elites

Miles and More has a Biz seat from TLV- FRA-EWR on Lufthansa and a TLV-VIE-EWR on Austrian. I don't see that flight on United.com. Should a Uinted phone rep be able to get it? How about on Signapore? Thanks.
