It's not showing up as available even though it recognizes me as a cardholder.  What do I do? Who do I call?
Call United ;)

Am I better off booking with miles through united.com in JN (RT TLV-LAX, if it matters) or through the UR portal in C outbound and Z inbound. My gut tells me the latter, but I have no idea.

Then book via UR portal as you'll earn miles+miles towards status.

One other thing to consider would be change / cancellation fees depending on how likely you are to change / cancel.

Is revenue better or mileage?

Depends on the fare class, but generally mileage.

I am planning to fly ORD>LAX>OGG>ORD in February. The stay in LAX will be from Thursday night through Sunday morning. Is there any way to get an excursionist perk for this or any other perk to make the stopover free?

Aeroplan should allow that stopover for free.

I need one more segment to reach my status for 2018. What’s the shortest round trip flight from EWR?

Many options.
BOS and IAD should be good.

If I do for example EWR to BOS 11:51 and arrive 12:58. Can I take the return 1:50 from bos? Do I have to leave the airport and go through security again or can I just go off the plane and go onto the line to board?

Cant see why you'd have to leave.

I've done it to MIA, no need to go out of security.

AVP, BDL, PVD are the shortest distance.

If I do for example EWR to BOS 11:51 and arrive 12:58. Can I take the return 1:50 from bos? Do I have to leave the airport and go through security again or can I just go off the plane and go onto the line to board?

Completely doable.

Since when do they fly to AVP and BDL?
And PVD isn't as cheap as IAD or BOS.

Looks like both of those were on the EWR chopping block. Both routes existed within the last year.
