In general, is it a problem to make a award booking from my mileage account for someone else?

It's not "sold," but if UA shuts down the account and you say you only did it to avoid the close-in fee, I'm not sure they'd view it any more favorably.
But it's not against the t&c

You cannot sell your miles.

Airlines view multiple bookings with different names from one account suspiciously.

You do the math.

when i find avail. lets say NYC-FRA with a stop, then FRA-TLV in biz. class, when I look on every ticket separate, it will cost much more then 60,000 miles, but can i call United and they will piece it together for me as NYC-TLV and just charge me 60,000 miles (in total it includes 2 stops.)

Please explain.
You're returning from a different city. On AA e.g. it's irrelevant because you always book OW tickets. On DL it could make sense, and also on UA because you're entitled to a stopover and an open jaw on a RT ticket.

so for a one way ticket it's irrelevant? Also on united where I can make one ways for half amount of miles I can make right away the returning ticket from a different city?

sure. Bit not after its already booked as two separate reservations.
Its something you would want to do even without the difference in price, if you don't want to claim baggage in FRA and checkin again.

Is it no problem that there is 2 stop overs, and United just allows 1 stop over? or it is count as a CONNECTION  not a stop?
