UA has been know to waive that fee IME if you get lucky and make a good and sympathetic reason for the change .
Thanks. I assume you mean a better reason than 'saver availability opened up'. So then what's an example of a good reason?

I posted on another thread but just saw this one. Maybe someone could help. I just booked tickets on saver award from JFK to tlv for 60000 miles and wanted to know am I allowed to bring 3 or 2 suitcases of 70 lbs.  thx

Yes you can bring whatever is allowed if it would be a revenue booking.

Get someone to tell you 3, and then HAVE THEM NOTE IT ON YOUR TICKET. Insist that you want it written somewhere. Then you should IY"H not have any problems. :)

IIRC, the official rules are 1 for Y; 2 for J and 3 for F.

But as Batchy said, if you get an agent to note your ticket, you may get 3.
