I just found a flight that hasn't been posted till now and reserved it. Problem is I do NOT have any chase or united points at the moment, is there any way to borrow points and pay them back etc? My reservation expires tomorrow night.

Since when does UA allow a stop over on a OW flight?
You can add a short open jaw back to the destination to complete the RT.
You can also HUCA like like a maniac or try to add a layover less than 24 hours and then call to extend it.

anybody know for a booking with united points in business on their partner flights does that include lounge access? which lounges?

From what I understand, one can still book US Airways flights with United miles until 3/31, but when I search on the United site, even on days that I know have availability (from looking USAir's site), the PHL-TLV flight never comes up. Am I doing something wrong?

Are you sure that they are low level availability?

Well, I'm searching for a business class flight, and this one is the lower of USAir's levels for Business.
