In CH, you don't go directly to a Kallah teacher, rather, there is a "central dispatch" for Kallah teachers. If a Kallah wants to set up a class, she calls a certain lady who sends her to one of the Kallah teachers in CH. Does it work this way outside of CH too?

If so, this may explain how an individual can get hold of all this information.

Out of CH  AFAIK it is mainly word of mouth not so much a dispatch system. I wonder if these calls are happening only in NY or other places as well.

Did anything end up happening with this?
Someone i know very well got a phone call from this guy (only found out afterwards).
The person's number was given to this phsycho by an unsuspecting friend.
She spent a large amount of time on the phone and only the next day when discussing the conversation with s/o  else, was she told that it was a scam.

Its not that simple.
This guy is not just calling random people off a phone book.
That the sick part of it: he's actually doing research on the woman he calls.
When he called my wife he knew her name and some other personal info., so factor that behind the psychology why someone (and especially women) feel more lenient to talk, till the discussion gets weird and... that she realizes she has to hang up the phone.

I was told that unless the guy uses specific info about the person its not a crime. Otherwise it can be classified as stalking.
Meshugener, if this was the case, you should pursue it with the authorities (for everyones sake).
