looking thru the FAQs on their website, it says that you can, but on the form to apply they want to know your vehicle info.

i think youre blowing this whole honest thing out of proportion. they just need to connect it to a car just in case the machine doesnt read it and they take a picture of your car, theyll just connect the two together and wont charge a fee.

but the whole point here is that you are supposed to be able to get one without owning a car e.g. for rentals, taxis, borrowing a car, etc.

Just enter in a made up model and license plate. They only want the info in case they have a pic of you going through without it registering so that they can easily match it up.
They say that when you rent a car, you are supposed to register that cars license plate to your tag 24 hours before you use it. Problem is you don't usually know the license plate of a car until you rent it. So you just don't register it and everything is fine. The only time it helps you to register it is if for some reason the E-Z Pass reader doesn't catch it, and they have a pic of your license plate, when registered they will simply match the plate to your account and charge your account the toll. If unregistered it takes them more work to track you down (contacting rental company  etc.) so E-Z Pass will charge you $25 fee, and usually the rental company will charge a fee as well.

thanx.
they say that they test all the tags b4 giving it to u. so I guess when I rent it really shouldn't be an issue that I don't link the tag to the car.

Just make sure to go through the toll slowly and wait till you see that it registered before zipping off. On a side note, I almost got banned by E-Z Pass for speeding through too many toll booths!
In regards to which state, I know NY gives a discount on the Verrezano and NJ does not. Make sure to also sign up for carpool plan. Then certain bridges (like Outerbridge and Goethels) will only be $2 if there are 3 people in the car

Of note, you have to go through a cash lane to get the discount

i was once with someone who had an ez pass and waited for about an hour in the cash lane to be charged $2 instead of $8 bc we had more than 3 people with us, and when we got to the booth, we said "carpool" and she just shrugged her shoulder at us...
is that perhaps bc as Mark said that you need to register your tag as carpool?

When you go through and say 'Carpool', all the bored toll collector has to do is press a button and the E-Z pass reader charges you the lower rate. They usually don't react much.
