I'm looking for a recommendation for an auto shop in Brooklyn that does NYS inspections that won't fail my car ;). My power steering isn't really working and the repair is too expensive ($700, $250 for new pump + $450 for new rack and pinion). It's an older car and I'm not looking to invest that money right now. Just need a mechanic that won't give me any issues or try to offer his services. Thanks
When you car becomes a pushka and collects money every day you know its time for a new one.

Is it worth spending 28$ for a better one?

Probably not. The cheaper ones use BT or Wifi to connect to your phone thus saving the hardware required for a screen. The one you posted does not connect to a phone so it's obviously going to be more expensive, although not necessarily better. Unless you a car mechanic and will be using this constantly, I don't see a reason to pay extra for the screen when you can get a BT/wifi version for a third of the price.

Assuming I don't always have a computer and a smart phone on me, would this make a better choice?
The ones your recommending sound like the ones Auto zone use every time they diagnose your car needing to plug the obd in the computer.

The $5 one I have connects via BT to my phone and I use the Torque app to read the fault codes and look it up and clear or fix as needed.

They don't need a computer, just a smart phone. Some use Bluetooth some use Wifi. Shouldn't be much of a difference which one.
I have this one and it works fine

Common problem is the engine mounts need to be replaced. But being that it's 2017 I would say otherwise.
Try a google search. You tube.
