They switched me over from SPG to BC two weeks ago with no issues.

Anything specific you said? Andrew via Chat is telling me "I checked the details for you Starwood Preferred Guest Card, I am afraid, it can not be changed to a card from the Blue Cash Family. If you wish, you can apply for a Blue Cash card and then close this account with Starwood Preferred Guest Card. "

Apparently some ppl have better luck then others. I had them do it for me as well with no issues...
I only paid 15% by switching to dansdeals

Try again. May have better luck with a different rep. I converted my wife's DL card to BC as well.

It's been mentioned earlier in this thread that trying many times is not necessary. Either your account is eligible for conversion, in which case it's easy no matter who the rep is, or you're not, in which case it's impossible no matter who the rep is. YMMV but i thought i'd help save someone some time.

No idea what goes into that eligibility.

It restarts every calendar year and any purchases equalling 6.5K triggers the 5% to start.

On a card that was converted to BC when does it reset? When the original card was opened or when the conversion took place?
